Every skill is scaled like this:
"Saboteur" scale of skills is used in situations when character tries to make an action that requires special training, but they lack it. For example - swinging an exotic sword, handling it for the first time in their life. It is not an obtainable level of skill by usual means, but is used only when character tries to apply that skill to something they can't actually do. Even if you have +2d3 bonus in Lore, you'll need to have a training in healing practices to create a medicine or fix a broken bone. And if you don't have that practice - you'll be forced to have -1d3 negative bonus to that application of a skill.
